This is a Flash application made in South Korea and has many translations including English. 

You can download the desktop receiver to get your incoming calls on Adobe AIR for Windows. Versions available for Mac and mobile apps too. Redirect the phone calls to Google Voice, Skype number or mobile phone and pass on the download :p Widgets come in a variety of fashion including your 'virtual' skin, a multi-application framed button or a single "Call ME" bubble! 

The features include making outgoing calls using credits earned and accommodates SMS text messages if you charge a subscription with PayPal. A subscription provides you a online phone number, too. Other features include a link to your profile, and, social 'sharing' of the web address from your phone's profile with twitter, facebook and more.

YOU create a virtual cell phone with a chosen display and skin or customize your own style. Make as many phones as you like and maybe share your custom skins publicly too. You may assign a password to protect your calls, choose only specified facebook users to access your phone and more. 

Designing a skin, you can make multiple phones with each containing a unique web address and profile. Add a text message that scrolls permanently on the phone's cover until you make it change. Add a permanent image or a video (supports many websites including youTube, yFrog, Vimeo.)
