@Nina PR (Page Rank) is Google's rating for page relevance on a scale of 1 -to- 10 (10 being best). This, of course, may depend on several factors link backlinks, activity and content, Etc

@nina PR1 is you recommending a book, PR9 is Oprah recommending it. The higher the PR the greater weight Google gives to the recommendation (link).
Once upon a time this factor was very important and it still is but the mix has become much more complex as Google 'refines' is Search algorithms.

nina, if you visit oprah's page, and she has a "leave comments" area, it's possible you could leave a helpful post there, with a link back to YOUR page - give value, and NOT just post a link, but some pages ask for a website when you post there, that could be a great link for you

Scott is correct you can borrow PageRank (PR) by commenting on high page rank sites. However many of these sites put a 'no follow' tag on you links so you don't get all the bang you think you might. However all links are good.
PR is a weak attempt at putting a single number on 'authority'. Google wants to know who are the 'authorities' on any given search keywords. In a sense when you say that you are a PR10 for a book recommendation you are right. People who know you and your taste in books might actually consider your recommendation over Oprah. Oprah's recommendations have to be for a wide audience. yours can be in a narrow niche of topics that you and your friends enjoy. You trump Oprah. Take this to marketing. You couldn't be an 'authority' for books. But you might become an authority on cookbooks on cajun barbequed crawfish. When someone looks for those Google returns you as number 1.
