On a draft is an article that gives too little information on the subject to be truly useful. However, the draft is often a certain potential and basic information, including title, are not useless. This is an article that can be easily improved. A contributor can create a draft, or complete. It is not only a first step towards an article practically exhaustive.
A relatively long article already but on a complex subject can be considered as a draft, in terms of subject matter. In the same vein, a short article can be quite complete if the subject does not lend itself to developments in extension. A draft does not define in terms of "wikification": an article in the information content but without significant links to other items is not considered a draft, but he also deserves the attention of a contributor in order to improve it.
