Migrating to Mumbai in the year 1941 he was originally spice vendor and was managing his grocery store. It was the year 1960 when he pioneered the matka industry with kalyan matka and therefore can be termed as the first satta king of the city. The matka trade operated from Vinod Mahal in Worli in Mumbai. On his death, son Suresh Bhagat took over the matka world. Unfortunately, it was his wife Jaya Bhagat and son Hitesh Bhagat who planned his murder and were caught and convicted under the local laws.

Rattan Khatri is known as the matka king and during 1960-90 controlled the entire industry.
